Thanks for anyone who helps or points me in the right direction.

I need a mod that will allow a customer to save an order, unpaid for, that will then notify me of pending order.

2nd, i can the edit the order, for example add in the international cost of shipping. And then finally the customer can log back in, see the pending order, and complete payment as though he would normally from our checkout process.

Is there a mod that already does this for opencart 2.0.1.1?? Can someone make me one? Seems pretty simple. but i can not find anything close to it for the new opencart 2.0. I've seen other extensions that are close like pay later and backend system for the older version of opencart but nothing for the new.

I think you can accomplish similar results by just enabling some custom payment method "Delay payment" and the customer Confirms the order like this.
Then you can edit it and the customer can log in and change the the payment method and pay.

Second thought, I think you can achieve this with order statuses - user confirms order (with free check out). Order status is pending. You edit, do the needed changes and change status to - "processed", change payment method to what ever or don't change it. User logs in and edits only Processed status orders.

Second scenario looks fine to me, look for a mod for user order editing. If there isn't such one we can make one for you.
