Options which price is not multiplied by quantity

I need to configure an option for a customer that it should not be multiplied by the number of purchased items.

Example:

customers wants 100 flyers. I want an option 'Verify image' that is optional and will cost 5$ regardless if the customer buys 10, 100, 1000 flyers. Is this possible in oCart?
