Paypal Express 2.0.1.1 not working

Hi, I hope someone can help.. I have recently (few days) upgraded to 2.0.1.1 and the upgrade went reasonably easy..
I used to use paypal express and it was very popular, but now it has a hiccup. when checking out (in the cart) the link from the paypal express button reads:
/pp_express/express
this link just goes in a circle and reloads the cart page…
If I mod the link and put
/pp_express/checkout
, then it goes to paypal, but no order is created..

I can see that other have it working so it must be something with my setup, I have made a decision with this upgrade to use as few extensions as possible… (got messy before) and manually updated the SQL db. so its a fairly clean install, the only extension I have at present is the SEO additional fields.
Any help is appreciated!
