Can't add/edit any images

Please help!!
I recently uploaded to the latest OC version. Issue is I cant seem to edit or add any images anywhere. When I select an image to change or when I try to add an image and click on the pencil (edit button). I see the circle goes around but nothing happens, no box pops up or anything for me to upload/change or select a new image. Can someone advise how to fix. Thanks

When I click the upload button, nothing happens. Like it's not functioning..

Is it has anything to do with the setting?

Can someone please assist. I re-install OC over and was able to add a few images but in less than a few minutes, the same problem. I didn't make any changes after adding the images so not sure what is causing this issue. Can't add/edit any images and the images I was able to add wont even show when I visit the site.
