UPS Overcharging on international orders

My client has had a few orders that came through that the UPS shipping is overcharging through the store. The store is charging in this case $222.61 and the actual shipping was $129.35. They had this happen a couple times before. Is this a common issue or is there a fix anyone knows of? Thanks! The store is running 1.5.6.
