Work out freight later

I have been looking at the extensions and the forum, i can't find a 100% solution for this problem of mine.

My problem is that the client CAN NOT calculate the shipping for days once an order has come through. Shipping has to be added later. It's a really bad business model, and it the website is a quote system. But the nature of the product and his location means it has to be this way.

I don't want customers paying twice, once for the products then for the shipping. I want them to be aware that the shipping needs to be calculated - THEN payment is made if they want to proceed. Maybe an email goes out automatically with links to payment.

So its not REALLY a quote cart, its a shopping cart that can't complete payment until shipping is calculated.

why not charge an agreed average standard fee and then on the next order discount with a delivery adjustment based on the true delivery cost of the previous order.

Alternatively, I would suggest to either:

Use and quote/invoicing system to order and charge the customer
or
Create order and keep it as pending until delivery costs you (admin) put in and then mark it for payment.

Just an idea...
