Hello, I've been looking through all the extensions and I can't find any that will allow me to exclude states for shipping in the USA but allow those states for billing.

I was also thinking of excluding some countries for shipping and billing as well.

Can I edit a file somewhere to remove the states from the drop down list at checkout?
