How can I set my delivery to work as so? ( See inside )

First time using the OpenCart CMS and having some difficulties with setting up delivery. I need to have it structured as per below.. is this possible? Can't seem to figure it out at all!

Local Delivery BH & DT Postcodes Upto £50 £4.95
Local Delivery BH & DT Postcodes Over £50.01 FREE

National Delivery England & Wales Upto £50 £8.95
National Delivery England & Wales £50.01 - £200 £12.00
National Delivery England & Wales Over £200.01 FREE

Scotland Lowlands Upto £50 £10.95
Scotland Lowlands £50.01 - £200 £14.95
Scotland Lowlands Over £200.01 FREE

I.e. price determined by location and also order value.

Postcode restrictions are not supported in the default shipping methods, but my Formula-Based Shipping extension can do postcode + total criteria.
