Display Category by Zip Developer

Please see the post at http://forum.opencart.com/viewtopic.php?f=110&t=121975. This is what I am looking for. I need quotes on what it will cost for someone to create this. It would be also nice for it to add an extra charge for shipping as well. Like have one area that would charge the charge the normal shipping if it fell within the zip codes listed but if I enter other "expanded" area zip codes and someone ordered from those it would categories, it add X dollars to the shipping amount for Travel Fees.

Are you going to select which zip codes each category can be seen by? Or will you use distance to determine that?
