Force Coupon Code at Checkout

Hello, I am using version 1.5.6.1

If I click on "Checkout" directly, it will lead me through the buying process without asking for a coupon code. Is this by design? I need my customers to select a coupon code so I can send a portion of sales to a chosen charity.

I did a google search but the most recent mods I can find are from 2012.

Can anyone point me in the correct direction?

How about this one? While it doesn't force the coupon it does show it as an option on the checkout schema.
