This is a browser related question. You have a form extension installed for your browser. There's nothing to do with Opencart.
If it doesn't autofill the boxes it means that the browser extension does not recognize OpenCart input names.

So 55% of people use Chrome, and that "extension" comes with it by default. How can you make it recognize OpenCart's input names?
I don't know. I don't work for Google. Ask them. I'm in that 45%.

Well, it would be rather arrogant of Opencart to expect Google to confirm to their standards and not the other way around. But I'm sure it's possible to find a fix for this, important as it could lower bounce rate from checkout significantly.
I don't think Google has something like this already integrated.(maybe autocomplete sugestions) I may be wrong..I use google chrome only for testing.

And surprisingly works with 95% of all web forms, so It might just be Opencart doing something non standard-ish
