I'm a newbie so please excuse if the following does not make complete sense:
I'm developing a shopping cart site for a S.Ireland business and I'm wondering as we don't use postcodes yet, how I can customize the delivery option amount based on drilled down location, i.e if Joe Bloggs orders a widget for delivery to Co.Dublin - Swords at delivery price A and then the following day orders same widget for Co.Dublin - Dundrum at delivery price B, how can I trigger this price lookup/difference in the background? I'm not sure for Geo Location is possible...

If you don't want to use postcodes, then you'll need to set up additional zones (in System > Localisation > Zones) for these areas. For example:
Ireland (Country) > Co.Dublin - Swords (Zone)
Ireland (Country) > Co.Dublin - Dundrum (Zone)
You can then use these zones in your geo zones, which can be used by shipping methods for their calculation determinations.

Many thanks Jonathan for the quick response - I'm currently using v. 1.5.6 of Opencart...will I not need something like Zone based shipping Extension in order to create a new shipping extension to support this behaviour, or is there an alternative you could suggest?
Any shipping method can use the geo zones you create, so if you're just using weight-based rates or flat rates, use the built-in Weight Based Shipping. If you need something more powerful, take a look at Formula-Based Shipping.
I had hoped I could tailor delivery rate based on location selected as I'll neither use weight nor flat rate - delivery will depend on distance - if it's 5 miles it's say €10 and if it's 10 miles it's €20 and so on - would another extension offer this level of flexibility to me...
