Hi,
I have latest version of opencart installed , i am in United states and i want to charge people ordering from outside the united states 20USD more for shipping while normal delivery in united states will be free, but if somebody wants express delivery in united states then i would like to charge extra to them so the shipping options for my site would be

1) free shipping inside united states
2) Express shipping charged at 10USD more
3) Non Us Shipments charged at 20USD more

how can i implement this in opencart

You'd need to create a geo zone (in System > Localisation > Geo Zones) for the U.S., and one for all other locations. Or, you can use my Multi Flat Rate Shipping shipping extension, which has an "All Other Zones" checkbox, as well as a few other additional features.
