Coupon edit will not accept a product id

I have tried this several times and so far the Coupon edit page will NOT accept a product.

1. I enter the product number and press enter. nothing
2. I enter the product number and press Save. nothing

I do not show any Categories listed on the page. There does not seem to be a way to force the values onto the record. The coupon gets applied to the entire order when I need it restricted to a single product.
