The new 2.0 template Daniel is working on is responsive and you can download it from the github.

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.

IIRC it's coming in 2.0. There was a post about it by Daniel about 2 weeks ago with a demo link. Looked great.

Yes, the 1.5 template was not designed with mobile devices in mind. There's no telling when OpenCart 2.0 will be out, so if you need something now, you could use opcrat's Omtex extension.
