How to add a new additional horizontal menu bar on top

Hi

My client wants me to put additional navigation menu like http://www.kaykraft.com to http://www.shoilpik.net. I am not finding any exact way to do that. The additional menu bar will consist of custom links or can be managed from admin panel if possible. Can any one help me on this issue. Hope to hear from you soon
