ok maybe I'm just an idiot, but when I try to add a second category it isn't happening. I click save and there's no success message or anything i just stay on the page and the category is not in the list. i won't be able to get back at it until later today.

Delete the German language under "System -> Localisation -> Languages" (when logged in as admin...)
