Good day, how can i disable all the shipping methods depending on geo zone is it's possible? I want to make free shipping to those who live in Dublin, and i need to use flat shipping rate because free shipping module is used for orders 140EU+.. Any suggestions?

You should be able to do this with the built-in extensions -- just create your geo zone appropriately, and assign it to Free Shipping and Flat Rate Shipping. If you need multiple flat rates for each geo zone, then you can use Weight-Based Shipping in the way I describe here:
