Can Formula-Based Shipping do this?

I was recommended Formula-Based Shipping module and I bought it.
I tried to get my head around it but didn't get any luck. I must have done something not right.
I wonder if Formula-Based Shipping can do the following shipping method.

All order over 19.99 get Free
Next working day delivery option is charged at £4.99 per order REGARDLESS OF WEIGHT
UK Mainland order over £75 get next working day delivery free regardless of weight

weighing under 900g = £4.99
weighing over 900g up to 10kg = £15.99

Thanks for your inquiry. The easiest way to set that up would be to create two rates for the UK (for the two different options), two rates for the other postcodes (one for weights under 900g and one for over 900g), one rate for the BFPO area, and then a rate for each of the other zone areas. It would end up looking something like this:
