How would I go about doing this?

I did some searching on what I need but didnt find any help.

The idea:
To start with I only want to deliver inside Bahrain, but the delivery charges will be set to 2 different prices for 2 groups of areas regardless of the number of items ordered. And would only be free for orders over 20BD

What I have tried:
I have set the free shipping to begin at 20BD.
I created a few different zones and divided them into 2 geo zones, and then went to the flat rate shipping to try to set the prices. But was only able to set it for a single zone and not more.

So How would I be able to fix it so that I can set 2 separate delivery charges for 2 different zones?

You can use the Weight Based Shipping method to set multiple flat rates, as I describe in this forum topic:

Or, you can use Total-Based Shipping to create both the free shipping rate and other zone rates.
