I received the same error. Solved it by the following:
- I logged into my Pay-Pal account.
- Went to “Profile” then "My selling tools” then "API access”, "View API Signature”.
- Removed the API Signature and recreated it.
- Went into the OpenCart Admin Area
- Extensions > Payments > PayPal Website Payment Pro
- Pasted new API Credentials
- Saved it..
