paypal express is not setup to work on opencart why are you posting it is not working?

I received the same error. Solved it by the following:
  • I logged into my Pay-Pal account.
  • Went to “Profile” then "My selling tools” then "API access”, "View API Signature”.
  • Removed the API Signature and recreated it.
  • Went into the OpenCart Admin Area
  • Extensions > Payments > PayPal Website Payment Pro
  • Pasted new API Credentials
  • Saved it..

This error vexed me for so long - but simply turning off SandBox mode seems to have fixed it.

Sandbox mode does not work - In a live environment everything works fine.
