Look at the source of the customer email
Do you see 2 addresses in the To field
ie
To: youremail@anydomain.com, shopemail@shopdomaincom
Subject: Your Shop - Order 21
MIME-Version: 1.0
Date: Sat, 30 Jan 2021 15:45:44 +0000
From: Your Shop <shopemail@shopdomaincom>
Reply-To: Your Shop<shopemail@shopdomaincom>
X-Mailer: PHP/7.4.13
AND - what version of PHP are you on
You could delete that php code if you want, shorten the page

Right well the shop admin email is being blocked by the ISP that hosts it or its in the spam folder or SOMETHING - IT IS WORKING

It dosent sound right that the ISP would block the email to the admin e-mail address ( no matter if i change it to a private address, or any other address for that matter) , but not to the client address, it still goes to there, nothing in the spam folders.
I can give you the login for the OpenCart site, and or the ftp logins, if that helps ?, as i am at a loss with this one, but its probably just a school boy error.

is the email address DOMAIN used for the STORE EMAIL ADDRESS on the SAME server as your OC site ?
As you are using and relaying through a VPS this is important.
You're store currently can send NO customer confirmation or ANY OTHER email to addresses such as gmail etc they are ALL being BLOCKED COMPLETELY

This problem is settled in that the emails were working the whole time.
The second email was not being received because the OP is on a VPS and using his own MX of some description.
There is no SPF - Reverse DNS does not match SMTP Banner - the Shop admin email is on a different DOMAIN entirely to the OC installation and so the email is being BLOCKED completely by some providers like gmail, in fact the email setup is causing ALL the problems. Once the OP sorts out his email setup everything will work just fine.
