Same problem. Totally unprofessional. I sent in 2 tickets, no response so far. I will not send photos of my ID as that is a serious security risk for me. No other online vendors have ever asked for that. This sounds a lot like a scam.
I can assure you it's not a scam, but I understand why it seems like overkill. The OpenCart marketplace deals with a lot of fraud, so it's their way of reducing fraudulent payments. I'm not justifying the method, but I've never heard of anyone's information being leaked, and I've had thousands of people purchase my extensions through there.
If you don't want to provide your ID, I'd recommend purchasing directly from the developers. Most of them have their own websites where you can purchase extensions directly, and because they're much smaller than the marketplace, they will have fewer fraud preventions in place.
