No it is considered fixed :)

The only time you should see taxes "BEFORE" shipping address is entered is if:
- Customer is logged in and his default shipping address IS taxable
- Admin settings for Display Prices with Tax = YES

I'm using 1.4.9.1 and this is not fixed for me. Any time someone uses the guest checkout function, before they enter their address, sales tax is always added to the item. Know what I can do to fix this?

I've done that, and the only difference it makes is in applying tax on the product page itself (for instance, a product that is normally $100 shows as $106 with a 6% sales tax applied).

When I set that option to 'no', the product page no longer displays the tax, but it is still added in the cart (which can be seen in the upper-right) and on the cart page itself... until the user enters their non-taxable address.

ArborOak, United States. Been poking at this problem off and on for several days now, reading forums and trying different advice. Using Version 1.5.1.2 I think I have finally gotten the right combination.

Create Tax Zone
System, Localazation, tax classes, now set up your taxable state.

Catalog, Products, Edit Product, Data, Tax Class, edit from drop down menu to select states to be taxed for your products.

System, Settings, Edit, Option, Display prices with tax SET TO NO!

If all this is not exactly correct the price will display the tax incorrectly United States, the most prevalant and obviously elusive problem being tax added before product is added to cart, or tax not added at all. You may need to clear all cach and cookies for this to show correctly even after everythings set right. I have a cleaning program on my computer I had to use on ie as the ie delete all fuction was not enough. Computers try to keep way too much information now, and I have no idea where open cart is hiding this cookie. I hope this helps guys!

I had this same problem. Everything was set right. I had the tax rates, taxe class and tax zone set correctly and all the products were set to the the correct tax zone as well as set the store to NOT show tax with price.

Still I had the tax showing in the mini cart. not sure how this bug could possibly be considered fixed.

I did figure out a fix based on another post which showed a code hack to the tax php file. Instead of doing the hack, I went into my store settings and took out the state of the store. Apparently the cart will show tax based on the store location if the customer has not supplied their location.

This is most definitely a bug as you have the ability to show product prices with tax, you can assume if someone chooses to show price without tax, that they don't want it to show up in the cart until the customer has put in an address which warrants the tax being shown.

I hope this fix helps others, more importantly, I hope the developers realize that this is a bug that needs to be fixed.

Thank you for your post, arboroak!! "clear all cach and cookies" was the key that fixed it for me, the default setting for "Display prices with tax" was set to "Yes", after I set it to "No", the tax was still showing in the cart when the customer is not logged in (v1.5.5.1).

Once cach and cookies are cleared, tax is no longer showing unless "guest checkout" or "logged in" shows the customer is in the taxable zone. Cheers!
