Friends,
I returned from a vacation to find a friend's site missing the following items:
the price, the radio buttons, and the add to cart
He has been adding products to the site and mentioned that these things no longer show up on the site.
Is it possible for him to remove these from the site by simply changing settings in the admin side?

Yes, the file and the add_to_cart are all there on the site. I am very confused as to what is going on. I have made no changes either through the CPanel of the host account or through the Admin side of the opencart.

I took a compressed backup that I had done using the CPanel backup routine of my hosting company from about three weeks ago. I uploaded to the public_html folder of the website everything from the public_html folder from the backup. I was wondering if anyone knows if there are other files from opencart that are outside of the public_html folder that I need to upload.

Outside that backup you do not need anything.
If the backup does not solve your problem contact your hoster and see if they changed anything.

Well ... I figured out the problem. The site owner had checked the box in the system section: "Login Display Prices - Only show prices when a customer is logged in." This kept the price and the shopping cart option from being displayed.
