If you are talking about the PayPal Integration extension it says this on the documentation page:
For versions 3.0.3.8 and higher:
PayPal Commerce Platform is already available on the list of payment options and doesn’t need to be installed manually.

It already uses newer versions in OC 3.0.4.0 and 3.0.4.1. And the plan is to use the latest one again from Dreamvention for the upcoming 3.0.5.0.
