How to disable cookie window

Hello
How can I disable Opencart's built-in Cookie window. It doesn't work well, sometimes it closes, other times nothing happens. It does not meet GDPR or Consens Mode v2 requirements. Is there any free module or all paid modules? Which one do you recommend that will fully work? I have Opencart 4.1.0.0.

Set Cookie Policy to none in the settings.

I hate to seem like a simpleton, but exactly WHERE is the Cookie Policy on OC 3.0.4.0? Certainly isn't under admin/System/Settings/?? I've hunted for a while now...
