That is exactly how Opencart is supposed to change the header on a mobile - it is called a responsive layout as is on the demo https://demo.opencart.com/
Mobiles are portrait and desktops are landscape - If the menu was any other way then it would only fit one or two words on a row and still rearrange itself to be in a vertical list, just one that is untidy.
