In Opencart 4.0.2.3 - admin view the shipment method is beneath the payment address and the payment method is beneath the shipment address (see attachment). it would make more sense to have them like this:
shipment address - payment address
shipment method - payment method

This is just how it is displayed for OpenCart 4.0.2.3, although I'm not sure if this is intentional and I would say it's more of a preference thing rather than an actual issue.
