remove billing and shipping addres requirement

does not seem to work anymore on Version 3.0.4.0
I tried checkout with only 1 product that has Requires shipping set to "No"

And on checkout I still can't proceed without filling billing info.

The payment method "Free Checkout" is enabled.

The Billing Address step is required for OpenCart to work. I think the only solution is the extension mentioned in the topic:
