Well please tell us more. You may have some knowledge that makes what you wrote seem logical and enough but to someone else this means very little.
To help us help you please provide more details.
OC version
When you access "it"... does that "it" mean your website? If so, what do the error logs say? Both the OC error log and your server error log.
What changes were made?
Etc etc etc.
We like helping but can't even guess at the cause with what you provided.

Perhaps I just don't know how to use vqmod any longer. I'm trying to restore a website that was installed in 2017 that I crashed by my own stupidity. The OC version is 2.3.0.2. "It" is vqmod.php. Further that file should be in that install directory and that is what that error is saying that file /vqmod/install/ugrsr.class.php is missing
