OC 4.0.2.3 downloaded week ago - no mail sent new customer register

Downloaded and installed the newest OC 4.0.2.3 Finally got the mail to send admin alert email for new register but it will not send the email to the customer.

Also, it will not send email to any group or customer from the main mail page. I have tried all settings and still will not.
