[Seems to be solved] Need help restoring website admin login

From memory, Order status color, price change on option change, lightning (accelerator), custom admin/catalog menus (can't recall which one), Recaptchav3, Google Merchant Shopping Feeds, Product Option image Pro, Google map on contact page, Facebook busioness. Might be others I can't remember.
No translations

Mostly use Brave browser with ad-blocker. Use Chrome to double check on occasion.

So here's my issue. I've had a website that I had working fine for a long time. I attempted to update to 3.0.3.9 and the upgrade process went fine, but the website was unusable. I am guessing extensions not updated might have caused issues. So I tried to restore the website by uploading the backup files and database taken before the upgrade and I can use the frontend with no issues, but I can't login to the admin area. I attempted several times and got locked out. I edited the login.php to disable the login attempts but no luck. I've attempted changing the password and no luck. I've go the timezone in the settings and the default.php set to America/Toronto which I had in the past when it was working. I tried changing it to the defualt UTC but didn't help.

I just looking to see if someone can fix the issue with logging into the admin area so I can continue with business. And if you think it's needed, clean up unused things in the files or database that you find aren't needed. Trying to avoid starting over.
