How can I make new custom page (like "About Us", "Terms & Conditions"). The built-in editor of the administrative dashboard is not suitable. I need to enter my HTML and CSS.

The HTML editor in OpenCart has a "source code" mode, which you can use to enter your own HTML and CSS. Just look for that button and click it, then enter your data. After that, make sure you click the source code button again, and then click "Save".

Yes, I know! But, after entering my HTML and CSS, after clicking on the "source code" button, the editor removes my <div>... </div>, <h1>...</h1>, style and all that.

I just tested it, and it works fine. No DIV, H1,H2, etc elements are removed. Nor are inline styles.

As I said, unless you can provide some more details, according to forum rules, you won't get anywhere.
