Need to require phone number when placing order

There is a phone number field when taking customers order info but how do I require them to give their phone number, as UPS, etc. now require a phone number when shipping (or at least when shipping from overseas).

The telephone number is already a required field. If it's not for your perhaps some modification has been made.

You will need to provide more information, such theme and extensions used.
