I think only Daniel can tag and release a 3.0.3.9 from the 3.0.x.x_Maintenance branch.
Your opencart-3 repository is more like a 3.1.x.x release once it becomes stable enough.

It needs to be at least 3.1, possible even 3.2 to avoid confusion with the 3.1 alpha. No way should the opencart-3 branch be release as 3.0.3.9, that will just lead to more confusion.
