Excellent written comprehension skills there, now you say it, that makes sense.
This isn't a default feature so if you can't find an extension, you could pay a developer such as ourselves or post a job in the Commercial Support Forum.

How can a customer return something they do NOT have yet.
Why do you think somebody would try and do that.
You are making a problem where there is none.
If you think it through logically - you could make MANY problems with such concepts if you try hard enough.
You know - like governments do.

There is no cancel button for customer in the order history.
Only Return button regardless of the order status.
Already existed for OCv2. Cant say for OC1 but chances it is the same.

The order editor is being mostly re-written since a couple of days on the master branch. Perhaps these changes are either already done or could be done.
