(working on 3.0.3.7)
I was looking on a way to simplify the look and usability of the default theme, and noticed that when a top category has children, hovering on its name in the menu bar opens the dropdown but clicking on it doesn't do anything. To open that category one must click the option "Show all" at the bottom of the dropdown.
Playing with the menu.twig file, I removed the 'data-toggle="dropdown"' attribute bit from the link. Found that the hovering still works to open the dropdown menu, but the url to category.href became functional.
This would replace the "Show all" line from the dropdown, which could be then removed.

Would this edit have any negative/unintended consequences?

Does it not give an issue with touch screen devices, can't open the menu?

Yes, you are right. Hover is not available on touch screens. So this improves desktop usability but changes mobile use.
Will need to decide if mobile navigation is easier by a dropdown menu or by "Refine Search" links.
