Is it possible to add attachments to an order as a customer? I need to let them add receipts and such, mostly .pdf and image files.

Yes (in short).

Explaination: simply define an Option with File (or several).
Add this option to the Product you want to offer customers to add files (images etc.).
You can add several options with different titles to help customers selecting and adding the correct files.

No need in buying useless and expensive Extensions.
Tipp: if you want to add also .pdf, you have to modify core files, maybe a free extension exist for this on the OpenCart Marketplace.

That sounds good but I'd need customers to attach payment receipts at the checkout not one file per product, that would be quite uncomfortable for them.
