That is easy to do but explain first you want to create it via opencart information page and code everything or want to use the journal theme layout to make your life a bit more easier?
It would be better if you show an example what you want to do on that page. Or how it will look like?

I want to create sort of this: http://www.cti.com.pk/solar-energy-load ... -pakistan/. It is load calculator i wanted to make and i would create this on Dreamweaver or Notepad++. To achieve this go to
Journal=> layouts and add a new layout from + button

then go to Catalog=>Information and add a new page from + button

once done edit this new page and go to tab design and assigned the layout which you created in journal. https://prnt.sc/u0z6yb
Then assign this page to anywhere in your site and see changes.

Curious, why do you want to use Journal3 which isn't even adhering to OpenCart standards and will cause clashes and maintenance issues? It would be a lot easier just to create your standard OpenCart theme for this, with your own header.twig and footer.twig, and your CSS and Javascripts.hardcode a layout, through html, css & Javascript
