Hi! I am adding new attrubute, but it doesnt not appear in Jounal3 Filter Attribute List. What can it be?

Seriously, if you have to use Journal3, rather than a proper web theme, then you should get in touch with the authors of that software.
Your issue doesn't appear to be caused by OpenCart, because OpenCart's attributes implementation works just fine. However, OpenCart attributes don't act as filters, use OpenCart filter groups and filter values for this (Catalog > Filters), and choose your defined filters for the categories and products (Catalog > Categories, Catalog > Products). Then enable OpenCart's filter module (Extensions > Extensions > Modules > Filter), and use it in OpenCart's Design > Layout for the appropriate pages, e.g. in the left column.
