I am in the process of updating my 1.5 site to open cart 3.0. The UPS shipping extension on my opencart 1.5 installation had the options circled in the picture I attached to this thread. You could set a minimum ship charge as well as markup the ups rate. Does any one know of an extension that has that capability?

Yes that's the one he was using on 1.5.x
