That page is an Information page, you should be able to edit it in Catalog > Information.
thanks Jonathan …
I have cloned the site content (with a different theme) at http://www.mybutcher.shop/t3
and checking the catalog>information contains terms & conditions
if i type themeatshack.shop/terms in a browser i do correctly access the page
but mybutcher.shop/t3/terms gives a file not found...
any ideas why ??
also... how does it create the physical page … i assume it is stored somewhere … and why is it terms?
any help would be appreciated

Like products or categories, information pages are stored in the database. You can only edit them through the OpenCart admin panel (at least for the data stored in the database). The files that control it are the same MVC files for all pages, which you can find in the relevant directories within the "catalog" folder:
/catalog/controller/information/information.php
/catalog/model/catalog/information.php
/catalog/view/theme/default/template/information/information.tpl (or .twig)
Hope that helps
