I would like to know if there is any extension that help the admin to approve or disapprove other user's creations,deletion, modifications etc
e.g. store manager creates a product or a category, it first gets approved by admin and then appears on store.

There is no such modification to my knowledge at this time.

OpenCart has a VERY weak permission system. I'd say, it barely exists. What you want is much more complex task, which requires some serious customization. I wouldn't recommend going this way.

agree, you would be looking at a whole development environment with unit testing, integration testing, user/manager acceptance and production deployment etc. Otherwise what's the point.
