Opencart 303.1 having problems with encryption library

Having problems with a form

When someone tries to upload an image, opencart shows the progress till it reaches 100%, but it is not uploading it.
Getting the following error
"PHP Warning: openssl_encrypt(): Using an empty Initialization Vector (iv) is potentially insecure and not recommended in ......htdocs/system/library/encryption.php on line 23"
