You'll probably need to pay an OpenCart partner to investigate and fix.

Ok so get them to fix it.

Well you paid them so insist they fix it.
But them problem is complex and it's unlikely it can be fixed with little information in the forum, a developer needs to log in to the code and have a look.
If the worst comes to the worst you may have to pay another developer to look.

Please provide the steps that you did exactly with OC v3.0.2.0 in order for supporters to reproduce the issue. So far, this issue seem to be continuously replied over two pages on the topic but no exact steps were provided on how anyone else could reproduce what you are reporting about. AFAIK, you upgraded from OC v2.3.0.2 and you paid someone to do it. A suggestion was also provided to try a fresh copy of OC v3.0.2.0. However, the previous replies afterwards mentions that extensions were also installed which even makes it more difficult to conclude the root cause of the reported issue and if that's still the case regarding any extensions / failed upgrade that might be involved in the process.
In addition, OC v3.0.3.1 has also been released quite recently. For the purpose of testing this issue particularly, have you tried with the latest release?

- A fresh install of OC3.0.2.0 was installed but we didn't test every piece of functionality to ensure it worked.
- Journal2 and 4 other extensions were added. We then noticed the issue.
- At the time the group discounts would not work on the front end or the back-end
- The 4 were removed one at a time and the issue still remained.
- Journal2 was disabled and the problem remained
- I contacted OC support who looked at the problem and resolved the front-end issue (I don't know what they did)
The back-end issue still remains. So we are unable to raise orders via the Admin panel at all.
On the new version of OC. No we haven't upgraded to that & I've not researched it. Is it just a matter of copying over the new files or is it a new install we have to pay someone to do?

However, what this fix suggests is to simply validate any customer group ID that might not be empty in the variable for all stores that the owner might be using aside from the group display of the store's settings … not entirely sure where it does fix the issue on that one ...
