PayPal Standard Things don't appear to be working at the moment. Please try again later. issue

I have just been notified that PayPal standard is not working on a site, after clicking on confirm order it goes to PayPal but then a message appears saying Things don't appear to be working at the moment. Please try again later.

I am using version 3.0.2.0, has anyone else had a similar issue?

Try to connect paypal support, Helpline issue look like on their site

Ahh ok so could be a issue on PayPal side? and not with the opencart files itself?
