You should check your system/logs/error.txt which should contain some entries explaining why the products aren't suitable for the Google Checkout. Also, check the list of other requirement as per the install.txt:

If the 'Merchant Calculated Shipping' is set to 'Yes' and
some of your products have the 'Requires Shipping' set to 'Yes' then
at least one of the supported OpenCart shipping modules should be enabled.
The Google Checkout module has been tested with the following standard shipping modules:
- Free Shipping
- Flat Rate
- Per Item Rate
- Weight
And it has also been tested with the following contribution:
- Zone (Available from http://www.mhccorp.com/downloads-opencart.shtml)

Make sure all of the enabled shipping modules which support a tax class
use the same tax class.

Make sure the product's tax rules, if there, are compatible with Google Checkout.
In particular, tax rules are only allowed for the UK or USA.

If a shipping method specifies a UK-based geo zone make sure it includes
all UK counties.
5)
If the 'System > Settings > Option > Stock Checkout' is set to 'No' then
whenever the customer tries to add an out-of-stock item to the cart
it won't be possible to do the fast checkout with Google Checkout.
6)
Use Google sandbox seller and buyer accounts for testing before going live.

I have checked all my settings and tried disableing UPS since it wasn't on the list of tested shipping modules but it still did the same thing.
The system/error log along with the other google file both say empty
The only thing I am unclear about is what u mean by acceptable tax classes. I collect tax fron US California and New York and they are set to 8.25 and 8.36 respectively.

If you send me a PM with your OpenCart admin, FTP, and PHPMyAdmin login details, I can test it and try to find the exact error. There should have been some entries in the system/logs/error.txt.

O.K. so I was having a moment. I was looking in my hosting account system folder for error log. I have looked in the admin system folder and discovered that apparently my tax rules are not compatible. Question is what is wrong with them?
