What I'm looking for is a setting (extension) similar airline bookings. Lets say you have a tour that is Jan 01 and you want it to have 3 different prices? A. 60 days advance of the date discount price. B. 90 Days advance of the date discount price. Less than 60 days the price goes to the normal rate
I'd like something in the admin where you can just enter the number of days in advance to a date what the price in percentage will be.

Where can I find this or what is this called to search for it?

No did not find an extension that can adjust a price by 60, 90 and 120 day advance purchase.

Basically I want to have an option in discount that if selected adjusts the price by how many days in advance you purchase, This is in real-time.

Imagine you have a trip that takes place
(Target Date)Jan 01 2019 this date is set for the item
If customer purchases the item 60 days before the day is a 20% discount
if customer purchases the item 90 days before the day is a 30% discount
If customer purchases the item 120 days before the day is a 40% discount

The programing would have to automatically adjust the price by todays date and the target date
The pricing page in Open cart I want to be able to set the days in advance and the price

Is this possible?

While this request may be theorically possible, it would also be to know how would the defined time zones can be set for everyone noticing the midnight times whenever the today's date and the target date would be set to an end other than the server time period. Especially if the server time period is on a different time zone than the merchant's zone, how would we distinguish if the expired date would reach the end for everyone would be questionable at this point.

They use webservices with licensed products in order to manage their products and services as to determine the time zones for each regions which OC obviously doesn't provide unless using an extension allowing to do so.

Webservices are providers-specific. Better to create a new service request in the Commercial Support section of the forum to get this done as a custom job.
