In those logs, there are Fedex debug reports but not UPS. Ensure to enable the UPS debug mode in the OC admin and test the UPS transaction again. Then, provide those specific logs afterwards.

UPS Bug is enabled. UPS doesn't show up at checkout only FedEx. Here's error log
You are showing the same error logs as the above. If the Debug Mode for UPS is enabled and you are not noticing the log outputs, it means either the UPS option has not been selected during checkout in order to log the transactions or the UPS option is not showing during checkout or an extension prevents the UPS shipping extension to be loaded during checkout.

Ensure the geo zones are properly configured from your admin localisation geo zones page as well as from your OC admin UPS shipping zones. As for Fedex, this is off-topic since this topic is about UPS.
